4 H is an acronym that stands for "Head, Heart, Hands and Health". The Council is the governing body with paid staff that plans, organizes, directs training and coordinates with local chapters of exhibitions, agricultural programs, education and classroom activities, etc.

Some of the programs offered include: leadership skills, effective communication, managing meetings, strengthening organizations, sustaining rural communities, etc.

4 H clubs operate throughout Canada and within each province. It is an organization made up of rural people who have set up programs for their youth, from 6 to 21 years of age. They offer leadership training, care of livestock, education, and health training, along with practical hands-on applications of what they have learned. Most urban people are aware of 4 H clubs that specialize in the showing and grooming of livestock. However, in more recent years many more programs have been added to the 4 H portfolio.
